Just like we have a Target or JC Penney or Macy’s to get cheap clothes what do we have here in France?

The designer clothes are too expensive and I will probably need a XXL as I need an XL is the US ( I am way bigger than French men). I heard that BHV (Bazar de l'Hotel de Ville) is a store that maybe what I want. I am wondering if there is one in Toulouse.
