Job opportunities for one who doesn't have prior work experience?

I have some volunteer experience, which I have included in my resume. A counselor once told me that department stores (like Macy's - which I have already applied for) are more willing to hire people who have no prior work experience. So far, I've only looked to retail stores (like Forever 21) and restaurants as potential places to work. Any suggestions where to look for a job? I haven't got a degree yet but I am a college student and planning to get a part-time job.
